Requires the Commissioner of Social Services to adjust the Medicaid claims approval process by October 1, 2015, for services ordered or prescribed by hospital interns and resident physicians to align with Medicare and other payers' standards.

Eliminates the requirement for hospital interns and resident physicians to individually enroll as Medicaid providers or be identified individually on orders, prescriptions, or referrals, provided the claim contains an attending physician's identification number.

Modifies the Medicaid electronic health record incentive program to limit data transmission testing standards for public health reporting to those recommended by the federal Centers for Medicare and Medicaid Services.

Allows the Commissioner to require only one test submission of a given certified electronic health record technology from multiple health care providers using the same technology in a shared physical setting, rather than separate testing for each provider.
