Expands firearm storage requirements to apply to unloaded firearms and extends liability protections to any person who gains unauthorized access, not just minors or residents ineligible to possess firearms.

Requires firearm owners to store weapons in securely locked containers or locations a reasonable person would consider secure, or carry the firearm on their person, unless another person is likely to gain access.

Makes violation of safe storage requirements a Class D felony for criminally negligent storage when another person obtains the firearm and causes injury or death.

Imposes strict liability for damages on persons whose negligent firearm storage leads to injury or death caused by unauthorized access to the firearm.

Requires courts to hold hearings within 14 days of firearm seizure to determine if weapons should be returned or held, with burden of proof on the state; establishes procedures for renewal of holding orders every year and requires notice to the Department of Mental Health and Addiction Services.
