Amends section 46b-129(c) of Connecticut General Statutes, effective October 1, 2015, to modify procedures for preliminary hearings in child abuse and neglect cases.

Changes language from "Make" to "Enter" when describing interim orders, including visitation orders that courts may issue in the best interests of the child or youth.

Requires courts to give due consideration to a child or youth's ability to have visitation with all family members, including parents, grandparents, and siblings when entering interim visitation orders.

Maintains existing court responsibilities including advising parents of allegations and rights, ensuring legal representation for children and respondents, determining paternity, and identifying eligible relatives for foster care or temporary custody placement.
