Permits municipalities to publish legal notices in weekly newspapers instead of daily newspapers, effective January 1, 2016, without reducing the required notice period.

Allows municipalities to publish legal notices in free weekly newspapers distributed to residents of the town, city, borough, or metropolitan district.

Authorizes municipalities to publish a brief summary of legal notices on newspaper websites with a reference link in lieu of publishing the full legal notice text.

Requires newspapers that publish legal notices online to post the full legal notice in a conspicuous location on their website and provide free public access to it.

Removes the exemption that allowed political subdivisions to avoid posting public agency minutes on the internet, making such posting a standard requirement effective January 1, 2016.
