Requires swimming pool installers to obtain a license from the Commissioner of Consumer Protection before installing above-ground swimming pools greater than 24 inches in depth.

Directs the Commissioner of Consumer Protection to adopt regulations by April 1, 2016, establishing experience, training, continuing education, and examination requirements for obtaining and renewing swimming pool installer licenses.

Exempts homeowners installing swimming pools on their own residential property from the licensing requirement.

Sets initial license fee at $150 and renewal fee at $100, with licenses valid for one year from issuance date.

Allows applicants to obtain a license without examination before January 1, 2017, if they demonstrate equivalent experience and training to examination requirements.
