Establishes a task force to examine causes and consequences of declining student enrollment in school districts and its effects on state and local education budgets.

Task force composition includes 11 members: representatives from education boards, schools, superintendents, and school business officials; certified teacher; university professor with real estate/urban economic expertise; persons with expertise in economics, workforce development, and demography; Commissioner of Education; and two gubernatorial appointees.

All task force appointments must be made within 30 days of the effective date, with the first meeting scheduled no later than 60 days after the effective date.

Task force must submit a report on findings and recommendations to the joint standing committee on education no later than January 1, 2016, and shall terminate upon submission of the report or January 1, 2016, whichever is later.

Administrative staff support provided by the joint standing committee of the General Assembly with cognizance of education matters.
