Changes the deadline for superintendent reports on teacher evaluations to the local board from June 1st to June 30th of each year.

Extends the deadline for superintendent reports to the Commissioner of Education on evaluation implementation results from June 30th to September 15th of each year.

Requires local and regional boards of education to annually adopt teacher evaluation programs by October 15th and submit them to the State Board of Education for approval, rather than a one-time adoption in September 2013.

Authorizes the State Board of Education to revise the model teacher evaluation guidelines annually in consultation with the Performance Evaluation Advisory Council, effective July 1, 2015.

Allows the Commissioner of Education to grant waivers to boards that adopt evaluation programs in substantial compliance with state guidelines.
