Authorizes electric distribution companies to enter into long-term contracts for purchasing natural gas transportation capacity to benefit their customers.

Requires all such contracts to be submitted to the Public Utilities Regulatory Authority for review and approval before implementation.

Directs that net benefits or costs from these contracts be distributed to or recovered from all customers through the federally mandated congestion charge as defined in state law.

Takes effect October 1, 2015.
