Amends Special Act 14-23 Section 3 to require Commissioner of Transportation to obtain approval from Commissioner of Economic and Community Development before conveying 6.95-acre parcel (470 James Street, New Haven) to city of New Haven at administrative cost; requires land remediation to industrial/commercial groundwater standards before conveyance; removes state liability for pre-conveyance pollution.

Conveys 5-acre parcel (101 College Street, New Haven) from Department of Transportation to city of New Haven at no cost for economic development; parcel reverts to state if not used as intended or if sold/leased without approval.

Conveys three parcels totaling approximately 4.73 acres in Milford from Department of Energy and Environmental Protection to city of Milford at administrative cost for municipal purposes including public access, parking, emergency access, and coastal resilience.

Conveys 6.6-acre Cubeta Stadium parcel in Stamford from Department of Education to city of Stamford at administrative cost for recreational purposes.

Creates conveyances of additional state parcels to towns of Farmington, New Milford, Portland; city of New Britain; borough of Naugatuck; and city of New Haven (Fort Nathan Hale Park Pier); establishes land exchanges with Rawson Materials and Basley Road Materials for resource extraction rights with reversionary clauses if municipal recipients do not maintain intended uses.
