Allows Auditors of Public Accounts to permit state agencies reasonable time to conduct investigations before reporting unauthorized or illegal fund handling, with consultation required from the Attorney General.

Requires state agencies and quasi-public agencies to promptly notify Auditors of Public Accounts of unauthorized, illegal, or irregular handling of funds, with authority to permit aggregate reporting at the auditors' discretion.

Mandates that the secretary of state immediately notify Auditors of Public Accounts of any applications for sole source purchases of audit services and give auditors opportunity to review and advise on necessity.

Expands whistleblower protections to include probate court employees and adds consultant services as personal service agreements subject to procurement oversight, effective October 1, 2015.

Changes Bradley Enterprise Fund audits from annual to biennial and relocates the Insurance Commission from the Office of Healthcare Advocate to the Insurance Department for administrative purposes.
