Establishes a subcommittee on domestic violence offender program standards within the Criminal Justice Policy Advisory Commission, composed of judicial and executive branch officials, victim service organizations, and offender service organizations.

Requires the subcommittee to review and revise domestic violence offender program standards annually starting October 1, 2015, ensuring programs prioritize victim safety, hold offenders accountable, and facilitate behavior change.

Mandates that all budgeted agencies operating or contracting with domestic violence offender programs must comply with the promulgated standards starting October 1, 2015.

Extends victim privacy protections to family violence victims, allowing them to withhold their address and telephone number during trials and pretrial hearings under the same conditions as sexual assault and child abuse victims.

Makes victim information in family violence cases confidential and disclosed only by court order, with exceptions for the accused and protective order registry entries, effective July 1, 2015.
