Establishes three statewide higher education goals effective July 1, 2015: increase adult bachelor's degree attainment to 40% and associate/certificate attainment to 30% by January 1, 2025; develop a globally competitive workforce through employer alignment and research partnerships; and ensure affordability by reducing student loan debt to national average and increasing enrollment of recent high school graduates by 5% by January 1, 2025.

Creates the Planning Commission for Higher Education composed of 15 voting members appointed by legislative leaders and the Governor, plus ex-officio nonvoting members, tasked with developing and implementing a strategic master plan for higher education in Connecticut.

Modifies the Board of Regents for Higher Education's authority to establish policies, develop master plans, set tuition, and approve academic programs for the Connecticut State University System, regional community-technical colleges, and Charter Oak State College consistent with the newly established goals.

Requires The University of Connecticut to align its policies and mission with the goals identified in the act and submit annual accountability reports to the General Assembly.

Establishes accountability measures and reporting requirements for all public higher education institutions to track progress toward the goals, with consolidated reports due to the legislature annually by specified deadlines.
