Establishes definitions for battery electric vehicles, hybrid electric vehicles, range-extended battery electric vehicles, and zero-emission vehicles, effective October 1, 2015.

Requires the Department of Motor Vehicles to track and publicly report the number of electric vehicles registered in the state, updated every six months.

Creates a program allowing zero-emission vehicles displaying a department-issued sticker to operate in high-occupancy vehicle lanes without meeting minimum occupancy requirements.

Directs the Public Utilities Regulatory Authority to require electric distribution companies to incorporate electric vehicle charging projections into distribution planning and publish annual reports on their website by January 1, 2016.

Establishes requirements for private electric vehicle charging stations available to the public, including multiple payment options, prohibition of membership-only stations, and registration fees of $50 annually with the Commissioner of Weights and Measures.
