Requires law enforcement to collect DNA samples from persons arrested for specific felonies listed in Connecticut General Statutes sections 53a-54a through 53a-181c, contingent on available resources.

Applies to arrests on or after October 1, 2011, for persons with prior felony convictions who have not previously submitted a DNA sample under this statute.

Adds a new category effective October 1, 2015, requiring DNA collection from persons arrested for sexual assault offenses (sections 53a-54a, 53a-54b, 53a-54c, 53a-54d, 53a-70, 53a-70a, 53a-70b, 53a-72b) regardless of prior conviction status.

Requires the DNA sample to be collected before release from custody at a time and place specified by the arresting agency.

Effective date is October 1, 2015.
