Requires annual reporting by the Department of Education on federal Individuals with Disabilities Education Act funds received and distributed to local and regional boards of education, effective July 1, 2015.

Requires annual reporting by the Department of Social Services on Medicaid School Based Child Health Program funds used for special education and related services, effective July 1, 2015.

Establishes an Individualized Education Program (IEP) Advisory Council to develop a simpler IEP form for practitioners, parents, and students, with submission to the legislature required by January 1, 2017.

Creates a digital IEP form pilot program in three towns of varying sizes (2016-2018) using a web-based database system that integrates with existing state school information systems.

Requires regional educational service centers to develop regional models for providing transportation, educator training, and therapeutic services (speech, physical, occupational therapy) to all districts they serve by July 1, 2016.

Requires audits of private special education providers by the Auditors of Public Accounts at least once every five years to ensure compliance with state and federal law.

Mandates educator certification (initial and provisional) include at least 36 hours of special education coursework covering classroom techniques, differentiated instruction, social-emotional learning, cultural competencies, and assistive technology, effective July 1, 2016.
