Establishes staff qualification requirements for early childhood education programs accepting state funds, with a phased implementation: 50% of classroom staff must hold bachelor's degrees in early childhood education by July 1, 2017, increasing to 100% by July 1, 2020.

Requires the Office of Early Childhood to conduct quarterly trend analyses of bachelor's degree programs in early childhood education to determine alignment with National Association for the Education of Young Children standards.

Mandates that interdistrict magnet schools and charter schools offering preschool programs obtain accreditation from the National Association for the Education of Young Children beginning in school year 2017-2018.

Requires local and regional boards of education to include a preschool experience survey in kindergarten registration materials to collect information about children's prior preschool participation and barriers to enrollment.

Directs the Office of Early Childhood to develop a plan by January 1, 2016, to assist early childhood programs in meeting staff qualifications through degree completion support, salary increases, and staff retention initiatives.
