HB 7022 Summary

• Authorizes the Commissioner of Administrative Services to enter into state grant commitments for 16 new school building projects, including projects in South Windsor, Stamford, CREC, Goodwin College, North Haven, Simsbury, Region 1, Clinton, New Canaan, New London, Old Saybrook, Windham, Windsor Locks, Woodbridge, and ACES, with total estimated state grants ranging from $79,290 to $61,849,908 per project.

• Reauthorizes 6 previously authorized school building projects that have substantially changed in scope or cost, including projects in Bridgeport (2 projects), Naugatuck (2 projects), CREC, and ACES with revised grant amounts, plus 3 technical high school projects in Bridgeport, Windham, and Middletown with significantly increased funding requests.

• Requires the Department of Administrative Services to develop a standard construction checklist for school building projects by October 1, 2015, including testing for polychlorinated biphenyls and asbestos, and to assess compliance for all state-funded school construction projects.

• Establishes a publicly accessible school building project clearinghouse database for approved designs, plans, and specifications, with licensed architects and engineers able to submit materials while retaining ownership and liability.

• Modifies requirements for school building project applications to allow applicants to demonstrate either secured local funding authorization or a scheduled referendum by November 15 of the application year.
