Establishes new "performance index" definition for school year 2016 and beyond that includes student achievement, growth, attendance, discipline, college/career readiness, graduation rates, and postsecondary enrollment, replacing the previous "school performance index" based solely on mastery test data.

Changes mastery test data adjustment deadline from November 30th to August 30th following examination administration for school years commencing July 1, 2013 and thereafter.

Requires Commissioner of Education to submit federal Elementary and Secondary Education Act waiver applications to the joint standing committee on education for public hearing and approval before federal submission; allows 30-day review period with public comment period.

Limits charter school enrollment lottery restrictions to schools in lowest 5% of performance rankings, with different criteria applied for school years 2012-2015 (using school performance index) versus 2016 and thereafter (using performance index).

Requires Department of Education to submit comparative report to education committee by January 1, 2016 explaining formulas and scoring differences between school performance index, district performance index, and performance index.
