Requires the Commissioner of Correction to report quarterly to the General Assembly starting January 1, 2016 on earned risk reduction credits, including number of inmates released early, crimes committed, credit amounts, and recidivism data.

Permits carry permit holders to present their permit to law enforcement officers who have reasonable suspicion of a crime and observe a pistol or revolver being carried.

Grants parole officers within the Department of Correction access to state firearms databases containing names and addresses of permit and certificate holders, matching access previously available only to law enforcement and federal probation officers.

Restricts risk reduction credits eligibility by excluding inmates convicted of specific violent and sexual offenses and those designated as persistent dangerous felony or sexual offenders.

Requires wardens to review and verify that inmates earned the risk reduction credits being applied before their release.
