Establishes a pilot program in two administrative regions to mediate disputes between unit owners and condominium associations relating to bylaws, rules, regulations, and provisions of chapters 825 and 828 of the general statutes.

Requires written requests for mediation accompanied by a $250 filing fee, with voluntary participation attestations from both the unit owner and association representative.

Assigns mediation cases to special assignment probate judges with demonstrated mediation expertise, who will attempt to facilitate voluntary resolution and prepare written agreements enforceable in Superior Court.

Protects mediation communications from disclosure except with written consent of all participants, by court order, for statutory compliance, or when justice interests outweigh confidentiality.

Terminates the pilot program on September 30, 2018, and modifies compensation limits for special assignment probate judges to match workers' compensation commissioner rates effective October 1, 2015.
