Establishes a "no political calls" listing maintained by the Department of Consumer Protection where subscribers can register to opt out of unsolicited political telephone calls, updated quarterly and made available to callers upon request.

Prohibits callers from making unsolicited political calls to subscribers on the no-call listing unless the subscriber previously consented to receive such messages.

Defines "automated telephone call" as calls made using automated technologies that select numbers and disseminate prerecorded or synthesized voice messages.

Requires candidates and candidate committees making automated political calls to begin with the candidate's voice stating their name and identifying the call as an automated telephone call.

Establishes that making automated political calls promoting or opposing a candidate or referendum question (other than by authorized candidate committees) is an illegal practice subject to Attorney General enforcement, with statutory damages of $25,000 per violation or actual damages, whichever is greater.
