Prohibits law enforcement officers from detaining individuals based on civil immigration detainers issued by U.S. Immigration and Customs Enforcement, effective January 1, 2016.

Removes previous exceptions that allowed detention of individuals convicted of felonies, subject to pending criminal charges, or identified as gang members or terrorism suspects.

Bans law enforcement communication with ICE regarding custody status or release of individuals subject to civil immigration detainers, with limited exceptions.

Restricts disclosure of confidential information (immigration status, sexual orientation, domestic violence/sexual assault history, witness status, financial records) to ICE and other agencies unless authorized by the individual, required by law, or necessary for criminal terrorism investigations.

Allows aggrieved individuals to initiate legal action in court to enforce compliance with the act's provisions.
