Authorizes Lori Calvert to present a claim against the state to the Claims Commissioner despite failing to file a proper notice within the statutory time limitations under Connecticut General Statutes section 4-148(a).

Requires Calvert to present her claim to the Claims Commissioner no later than one year after the effective date of this act.

Bars the state from using the failure to comply with notice requirements, lack of timely notice, or prior consideration of the claim as defenses against Calvert's claim.

Finds that tolling the time limitations serves a public purpose by encouraging accountable state government and is just and equitable, noting Calvert commenced a civil action in Hartford Superior Court in December 2010 for injuries allegedly occurring in January 2010.
