Board of Regents for Higher Education, Office of Financial and Academic Affairs for Higher Education, and Board of Trustees for The University of Connecticut must each submit a report to the joint standing committee on appropriations by January 1, 2016.

Reports must include an assessment of the effectiveness and benefits of programs and services administered or provided by each entity.

Reports must include a prioritized ranking for continued funding of such programs and services.

Board of Regents and Office of Financial and Academic Affairs must also assess effectiveness and benefits of programs administered by constituent units of the state system of higher education under their oversight.

Effective date is July 1, 2015.
