Authorizes prosecuting officials (Chief State's Attorney, deputy Chief State's Attorney, and state's attorneys) to issue subpoenas compelling production of property during investigations of corruption, fraud in medical assistance programs, first-degree larceny, election law violations, and bribery.

Requires subpoenas to specify with reasonable particularity the property requested, allow reasonable compliance time, and cover only a reasonable time period; property must be produced at the prosecuting official's office.

Allows prosecuting officials to seek court orders granting immunity from prosecution to witnesses who produce property or evidence related to investigations, preventing witnesses from refusing to produce documents on self-incrimination grounds.

Requires written notice to individuals when medical records (including psychiatric and substance abuse treatment records) are subpoenaed, and grants those individuals standing to file motions to quash.

Permits entities to file sealed motions to quash subpoenas in Superior Court; judges may quash or modify subpoenas for just cause or recognition of legal privilege, with expedited hearing procedures.
