The Connecticut Law Revision Commission shall conduct a study on state processes governing municipal foreclosure of tax liens, effective upon passage.

Study shall examine the feasibility of establishing an expedited foreclosure process for small land parcels with unpaid taxes for ten or more years.

Study shall identify constraints municipalities face when foreclosing on tax liens and examine due process issues affecting both municipalities and interested parties.

Commission shall present recommendations, including proposed statutory revisions if necessary, to the joint standing committees on municipalities and judiciary and to the Chief Court Administrator by February 1, 2016.
