Authorizes the Connecticut Lottery Corporation to operate keno games effective July 1, 2015, defined as a lottery game where numbers are drawn from a larger field using a central computer system or approved drawing device.

Requires the Secretary of the Office of Policy and Management to enter into separate agreements with the Mashantucket Pequot Tribe and Mohegan Tribe of Indians of Connecticut before keno operations can begin, with the state's distribution to each tribe limited to no more than 12.5% of gross operating revenue.

Grants the Connecticut Lottery Corporation authority to introduce keno and utilize new technologies and distribution channels for lottery ticket sales, subject to Department of Consumer Protection regulatory oversight.

Establishes that the Connecticut Lottery Corporation has exclusive authority to operate and manage all lottery game sales in Connecticut, except on the reservations of the Mashantucket Pequot Tribe and Mohegan Tribe.

Amends General Statutes Section 12-801 to add keno to the definition of "lottery" and establish definitions for keno and gross operating revenue.
