Adds "electronic cigarette liquid" to the definition of electronic nicotine delivery systems requiring age verification by transaction scan before sale, effective January 1, 2016.

Requires sellers of electronic nicotine delivery systems or vapor products to obtain a dealer registration certificate from the Commissioner of Consumer Protection, with a $100 nonrefundable application fee and $500 annual renewal fee, effective March 1, 2016.

Requires manufacturers of electronic nicotine delivery systems or vapor products to obtain a manufacturer registration certificate from the Commissioner of Consumer Protection, with a $100 nonrefundable application fee and $500 annual renewal fee, effective March 1, 2016.

Imposes fines of up to $50 per day for operating without required registration; reduces to a $90 infraction if operation without registration does not exceed 90 days after expiration, with 60-day notice period to comply before penalties apply.

Directs the joint standing committee on public health to hold a hearing within 30 days of the federal FDA's final rule on tobacco products deeming and recommend any necessary statutory amendments.
