Establishes public health fee assessed on health insurers based on insured lives to fund needle exchange, AIDS services, cancer detection, tuberculosis care, and venereal disease control programs, effective July 1, 2015.

Increases newborn screening program minimum fees from $56 to $98 per infant and expands Connecticut Health Insurance Exchange authority to establish subsidiaries with separate governance and borrowing powers.

Broadens autism spectrum disorder coverage for both group and individual health insurance to include behavioral therapy for children under age 21 (previously 15) and removes annual and lifetime benefit caps, effective January 1, 2016.

Implements genetic counselor licensing under the Department of Public Health with separate application fees and renewal requirements for licensed professionals and temporary permit holders.

Modifies Medicaid eligibility for children, pregnant women, and low-income adults; establishes prescription drug monitoring program requiring real-time electronic reporting by July 1, 2016; and freezes certain welfare payment standards for fiscal years 2016 and 2017.
