Requires police basic and review training programs to include tactical training on physical force, body-worn recording equipment operation and data retention, and cultural competency and bias-free policing training, effective October 1, 2015.

Mandates law enforcement units develop guidelines by January 1, 2016, for recruitment, retention, and promotion of minority police officers, with efforts to ensure diversity representative of the communities served.

Expands investigation requirements for use of physical force resulting in death (not just deadly force) by peace officers, with the Chief State's Attorney required to designate an outside prosecutor or appoint a special prosecutor.

Establishes requirements for body-worn recording equipment use by police officers on and after July 1, 2016, including equipment specifications, data handling restrictions, officer training requirements, and prohibitions on recording certain scenarios.

Prohibits law enforcement agencies from hiring officers previously dismissed for malfeasance or serious misconduct or who resigned while under investigation, and requires agencies to notify other jurisdictions of such dismissals or resignations.
