Permits automobile insurance identification cards to be presented electronically to the Commissioner of Motor Vehicles or law enforcement officers, including display on a cellular phone or other electronic device.

Prohibits the commissioner or law enforcement officer from viewing any content on a phone or device other than the insurance identification card when presented electronically.

Requires presentation of an insurance identification card as a condition for motor vehicle registration for private passenger vehicles and commercial registration vehicles.

Designates presentation of a false or fraudulent insurance identification card as a false statement subject to criminal penalties under section 53a-157b.

Takes effect October 1, 2015, amending Section 14-12b of the general statutes.
