Amends Section 38a-1084 to require the Connecticut Health Insurance Exchange to negotiate premiums with health carriers offering or seeking to offer qualified health plans through the exchange.

Adds premium negotiation authority to the exchange's existing duties, which include administering the exchange, certifying qualified health plans, maintaining a website with comparative plan information, and establishing small employer programs.

Requires the exchange to seek to include comprehensive health benefit plans that offer high quality benefits at the most affordable price while actively negotiating with insurers on premium rates.

Takes effect upon passage and modifies the exchange's obligations under existing Connecticut general statutes Section 38a-1084.
