Creates the Connecticut Health Insurance Exchange as a public instrumentality with a board of directors to serve qualified individuals and qualified employers.

Establishes board composition of 12 voting members and 2 nonvoting members initially, transitioning to 11 voting and 3 nonvoting members on June 19, 2013, then to 12 voting and 3 nonvoting members on October 1, 2015 (adding a retired insurance producer appointed by the Governor).

Prohibits board members from being employed by, consulting for, or affiliated with insurers, insurance producers, brokers, health care providers, or health care facilities while serving on the board.

Sets quorum requirement at 6 board members prior to October 1, 2015, increasing to 7 board members on and after October 1, 2015.

Prohibits board members from accepting employment with any health carrier offering qualified health benefit plans through the exchange for one year after leaving the board.
