Adds requirement for written plan descriptions for all populations covered by the policy to the annual data disclosure.

Permits employee organizations to receive annual claim information and plan descriptions from employers for purposes of collective bargaining, with a 30-day delivery deadline after request.

Restricts use of disclosed claims data to obtaining competitive insurance quotes or promoting employee wellness initiatives, with exemptions for Comptroller requests and collective bargaining.

Establishes confidentiality protections preventing disclosure under public records law and requiring notification to data providers when subpoenas are issued for such information.
