Establishes a task force to study issues concerning hoarding, effective upon passage.

Task force shall review current methods used by public agencies to address hoarding, identify barriers to intervention and assistance, and create a framework to coordinate efforts among state and local agencies.

Task force comprises 16 members including representatives from fire marshals, police chiefs, municipalities, legal aid, mental health advocacy, building inspection, animal control, and various state commissioners.

Speaker of the House and President Pro Tempore of the Senate shall jointly select task force chairpersons, who shall schedule the first meeting within 60 days of the effective date.

Task force shall submit findings and recommendations to the joint standing committee on public safety and security by January 1, 2016, and shall terminate upon submission of the report or January 1, 2016, whichever is later.
