Amends section 2-33a of the general statutes to redefine "increase in inflation" as the change in the consumer price index for urban consumers during the preceding 24-month period ending December 31st, using U.S. Bureau of Labor Statistics data.

Redefines "general budget expenditures" to mean expenditures from appropriated funds authorized by public or special act of the General Assembly, excluding debt service payments and expenditures under section 4-30a.

Requires that any spending exceeding the constitutional spending cap shall not be counted as "general budget expenditures" in calculating the spending cap for future years, preventing excess spending from inflating baseline calculations.

Requires a three-fifths majority vote in both the Senate and House of Representatives to enact this amendment.
