Requires the Public Utilities Regulatory Authority to initiate a docket reviewing renewable energy programs under Connecticut general statutes, including renewable portfolio standards, zero emission generation projects, and low-emission power purchase contracts.

Authority must determine whether public service companies are required to invest in duplicative renewable energy programs that serve identical purposes.

Authority must evaluate whether renewable energy programs achieve ratepayer savings and whether long-term contracts are causing high prices for ratepayers and electric distribution companies.

Authority must calculate the cost for public service companies to comply with renewable portfolio standards without sections 16-244r, 16-244s, and 16-244t requirements.

Authority must submit a report with guidance and legislative recommendations to the joint standing committee on energy and technology by July 1, 2016, effective July 1, 2015.
