Automatically suspends state payments to any nonstate entity that fails to conduct a single audit or program-specific audit as required under section 4-231 of the general statutes until the audit is completed and submitted

Requires the Secretary of the Office of Policy and Management to submit an annual report to the General Assembly on noncompliance with audit requirements under chapter 55b of the general statutes

Mandates the annual report include any extensions of time granted for audit completion and the reasons for such extensions

Amends chapter 55b of the general statutes to strengthen financial oversight and accountability of nonstate entities receiving state funding
