Prohibits zoning regulations from treating community residences differently from single-family residences for facilities housing six or fewer persons with disabilities or receiving mental health/addiction services that are properly licensed.

Applies protections to four types of facilities: intellectual disability residences, child-care facilities for disabled children, mental health/addiction service residences, and hospice facilities managed by 501(c)(3) organizations in cities over 100,000 population with public sewer and water.

Allows residents to petition relevant state commissioners to revoke licenses or withdraw funding from community residences for non-compliance with applicable statutes and regulations.

Permits municipalities to designate an employee as liaison to coordinate with the Department of Public Health, Department of Developmental Services, and Department of Mental Health and Addiction Services regarding community residences within the municipality.

Effective October 1, 2015.
