Repeals the existing playground safety training program and replaces it with mandatory regulations for playground equipment standards by June 30, 2016.

Requires the Commissioner of Consumer Protection to adopt regulations equivalent to the Public Playground Safety Handbook standards established by the United States Consumer Product Safety Commission.

Mandates that all playgrounds shall meet the guidelines of the new regulations according to a timetable (changed from "may" and "recommended" to "shall").

Requires the Commissioner to issue a report to the joint standing committee on children on or before September 15, 2017, and biennially thereafter on the status of Connecticut playgrounds.

Directs the Commissioner to notify municipalities annually starting January 1, 2016, of the Public Playground Safety Handbook standards and any updates to those standards.
