Amends Section 23-24 of the general statutes to require the Commissioner of Energy and Environmental Protection to hold public hearings in each town where a proposed state park will be located before establishment.

Requires the commissioner to notify chief elected officials, boards of selectmen, state representatives, and state senators in affected towns of the intent to establish a state park, including the time, date, and location of public hearings.

Mandates the commissioner present a detailed plan during public hearings that includes funding sources for the establishment, maintenance, and operation of the proposed state park.

Takes effect upon passage and amends existing law to add public notice and hearing requirements prior to state park establishment.
