Amends Connecticut General Statutes section 17b-340 to require the Commissioner of Social Services to provide annual cost-of-living increases for nursing home rates.

Cost-of-living increases must be equal to or greater than the annual cost-of-living increase provided to Social Security beneficiaries.

Requires rate increases for nursing home payments covering utilities and other costs outside the control of nursing home operators.

Aims to ensure state payment rates to nursing homes reflect actual operational costs for providing care.
