Adds volunteer fire departments and volunteer firefighters to the state's Partnership Plan health care coverage program, effective January 1, 2016.

Defines "volunteer fire department" as a fire company or department in the state comprised of volunteer firefighters, and "volunteer firefighter" as an active member who performs fire duties under section 7-314.

Establishes January 1, 2016 as the initial open enrollment date for volunteer fire departments, with subsequent open enrollment periods beginning July 1st each year.

Volunteer firefighters cannot be enrolled in the partnership plan if they are already covered under a group health and accident and hospital plan pursuant to section 7-464 or another health insurance plan or policy.

Requires volunteer fire departments to pay monthly premiums determined by the Comptroller and allows departments to require volunteer firefighters to contribute a portion of coverage costs.
