Defines telemedicine practice and establishes standards requiring telemedicine providers to be licensed to practice medicine in Connecticut

Requires written informed consent from patients, access to medical records and health history, and compliance with generally accepted standards of care

Mandates that telemedicine providers have previously personally examined the patient or be providing services at the request of a Connecticut-licensed healthcare provider who has examined the patient

Requires insurance coverage for telemedicine services to be provided on the same terms and conditions as in-person services without discrimination

Requires out-of-state providers offering regular or routine telemedicine services to register with the Department of Public Health and provide patients with registration information and complaint procedures
