Commissioner of Social Services, in consultation with the Commissioner on Aging, shall conduct a study of nursing homes to assess whether the state has a sufficient number of nursing homes and whether their services meet long-term care needs.

Study shall include analysis of nursing home population changes annually from fiscal years 2009-2014, state budget expenditures on nursing home care during those years, and identification of needed programmatic or legislative changes.

Commissioner of Social Services shall report study results by July 1, 2016 to joint standing committees having cognizance of aging and human services matters, and may include recommendations for addressing service gaps and improving access.

Becomes effective upon passage.
