Commissioner of Social Services shall conduct a study of Medicaid programs administered under Title XIX of the Social Security Act, effective from passage.

Study shall examine factors affecting quality of care, gaps in access for eligible residents, and provisions needing changes to comply with the Affordable Care Act.

Commissioner must report findings to the joint standing committee on human services by July 1, 2016, and may include recommendations for addressing service gaps and improving access.
