Establishes an independent ombudsman position within the Department of Children and Families to receive and review complaints and grievances from children in the department's care and custody.

Requires the ombudsman to maintain records of all complaints including descriptions of investigations, findings, recommendations, and agency responses.

Makes ombudsman records available to the Child Advocate and, when appropriate, the Connecticut Juvenile Training School advisory group.

Provides children in DCF care an official avenue to have their complaints and grievances heard, reviewed, and addressed.
