Department of Children and Families must adopt and implement the Performance-Based Standards program developed by the United States Department of Justice by January 1, 2016.

The program will compile information on incidents in department facilities, including violence involving children, analyze incident data, and identify trends.

Department must report quarterly to the Connecticut Juvenile Training School advisory group and the Child Advocate on compiled incident information and analysis.

Commissioner of Children and Families must report annually to the joint standing committee on children beginning January 1, 2017, regarding program status and incident data.
