Renames the "community investment account" to the "Donald E. Williams, Jr. community investment account" effective October 1, 2015.

Maintains the account's funding structure distributing moneys quarterly: 25% each to the Department of Economic and Community Development (historic preservation), Department of Housing (affordable housing), and Department of Energy and Environmental Protection (open space grants), and 25% to the Department of Agriculture for various agricultural programs after allocating $10 per fee to an agriculture sustainability account.

Updates all references to the renamed account in Connecticut General Statutes sections 7-34a and 49-10, which govern recording fees deposited into the account by town clerks and nominees of mortgagees.

Specifies that town clerks retain portions of recording fees for local use while remitting $36 per document to the state to be credited to the renamed account.
