Amends workforce participation requirements for public works contracts to include specific thresholds: at least 25% minorities, 25% state residents, and 8% women.

Requires contractors on public works contracts to make good faith efforts to employ minority business enterprises as subcontractors and suppliers of materials.

Applies to contractors with 50 or more employees awarded public works contracts exceeding $50,000 in any fiscal year, requiring development and filing of an approved affirmative action plan.

Establishes that failure to develop an approved affirmative action plan bars contractors from bidding on or being awarded future contracts until the requirement is met.

Effective October 1, 2015, with all amendments applying to sections 4a-60, 46a-68c, and 46a-68d of the Connecticut General Statutes.
